Developing and emerging countries
As a pioneering think tank focused on mobilising private capital for the transition, the Sustainable Finance Observatory contributes to the global agenda of moving "from billions to trillions". Achieving the Paris Agreement and SDGs requires 70-90% of financing to come from the private sector. Emerging and developing countries represent up to 60% of global climate investment needs, yet face systemic barriers to capital access. We address these challenges through financial engineering. Building on the specialised expertise of former bankers and lawyers in our team, we develop bankability models and use financial structuring to improve the risk-return profile of projects and unlock private capital at scale.
Advocacy and coalitions
The Sustainable Finance Observatory is actively engaged in advocacy efforts to unlock private capital for the transition, both in international debates and in dialogue with European institutions. We provide in-depth regulatory and policy analysis, along with concrete recommendations on how to strengthen sustainable finance frameworks and develop effective financial solutions.

Emilie Maehara
Deputy Executive Director
Emilie Maehara is the Deputy Executive Director of the Sustainable Finance Observatory. She has more than 20 years of experience in the fields of diplomacy, climate and finance. She worked on mobilizing climate finance in several city networks as Head of Finance Engagement and Partnerships for the C40 x GCoM Bloomberg Philanthropies Joint Programme and Deputy Executive Director of the Global Fund for Cities Development - FMDV. She previously held various position in the French public administration (Diplomat, Ministerial Advisor, Head of the Environment office at the Prefecture of Seine-Saint-Denis).

Raphaël Tran
Sustainable Finance Analyst and Interim Scientific Referent
Raphaël graduated from ESCP Business School and completed a research master's degree in sustainable finance at Paris Saclay University. He began his career at the French asset management company LPB AM as an SRI analyst, before joining the Observatory as an analyst within the Transparency pillar. He also held the position of Scientific Referent, collaborating closely with PARC's Scientific and Expertise Committee on sustainable finance frameworks and methodology for private and public development financial institutions.

Edouard Vilpoux
Lead Sustainable Finance Economist
Edouard is in charge of the Transparency pillar of our activities. After research studies in economics at the Paris School of Economics where he specialized in financial and monetary economics and banking history, he worked at Rothschild & Co for six years, in various roles related to corporate financing wealth and asset management, from corporate banker assistant to private banker. He joinded the Observatory in 2024 and his work focuses on financial institutions' climate transition plans.
